Giving and receiving feedback on behavior

Feedback (even critical feedback) on technical topics is easy for scientists. It’s as if we are obliged to give to protect good science. But it’s so much harder (for everyone) to give feedback on behavior. We don’t seem to have the same drive to protect good behavior.
